breakout system

Was wondering if anyone could program a simple hi-low breakout ea.

Basically i wanna be able to set time( ex. 10:00 to 19:00) to grab high and low then buy/sell 20 pips above the high/low with lets say 20 pip target 40 pip stop.

can you make an EA for the breakout system that will place pending buy and sell order at the high and low of every previous candle formed , thus it take the high and low of the previous bar and place a pending order.
