Rather than making these types of statements, why don't you prove it by giving an example. What exactly do you mean by "ineffective" ?
How can software be "ineffective" it either conforms to your specification or it doesn't.
If it conforms to the specification, then whoever wrote that specification is at fault, not the programmer.
If the software doesn't conform to the specification, then whoever wrote the specification is still 100% at fault for failing to develop a suitable test strategy to identify logic errors.
You cannot continue to blame programmers simply because you wont take responsibility for your own poor design decisions
