Regulations
If it's not regulated in India while the business is in India, what gives? Then RBI (Central Bank of India) has not yet given a clear indication about paricupation in international currency markets, can Indian citizens really take part LEGALLY? The country is still at nascent stage in many areas in this and there are still lots to eliminate the obstacles. In India, I am not aware if any bank is offering a foreign currency savings/checking account to general public. I'd highly appreciate any information in this regard.

The business itself is registered outside India, and is therefore regulated by intenational, not Indian laws.
It is true about obstacles, still, we hope the situation will be improving.

UTI bank does offer foriegn currency savings account but without interest.
YOu may check their site.
