Just wondering, are there any MT4 brokers who do not have a Sunday bar for their daily charts?

The question should be about brokers with sunday bar, because 85% of MT brokers does not have. The exception are some US broker like IBFX or SG or Forex Direct.

The link you posted leads me to a password protected site where I cannot find any other info.
How can I or anyone contact them if they do not give their availability?

I have been told they test some new automated functionality and to protect from to high workload (which may lead to problems for the customer) it is tested for some days. It should be free in some days.

Is there a broker who can deposit and withdraw via Paypal with no minimum and no delay? (with mini account trade lot may start form 0.001 Lot ($1) or 0.01 Lot ($10))
I know only Oanda.com but I prefer MT4 Platform.
LiteForex.org is ok but they only accept e-gold and webmoney.
Please anyone know such a broker.

I would be cautious about looking for a broker solely on the premise of deposit requirements. I'm sure you will find one, but I will bet you a shinny nickle that you won't be happy with the broker when you start trading live...
Choosing your broker, is just as important as choosing a trading method...
FXDD has their clock set so that 5pm EST is midnight on their chart. This makes "Daily" charts have more meaning. Charts open at 12 noon on Sunday and close at 12 midnight on Friday. It is the most intelligent clock setting I've seen so far.
