What is the most appropriate indicator for measuring the impact (shocks) of the market?

what did u mean ? predict the impact with indicator? You can use trend indicator like MA .find parameter suits you

Not to predict, but to learn after an event the degree of impact that the news caused, as the Richter scale of earthquakes.

The standard deviation is the closest i know, but I think it's more for volatility.

Thats what the candles on the chart will tell you
good news --> bull candle
bad news --> bearish candle


Or maybe your looking for something like Waddah Attar Explosion Indicator.
