I don't know about the laws in Belgium, but at most places this is clearly illegal. If someone is giving financial advice without a licence, then this is practising a regulated profession, and if someone is distributing false and misleading information and benefits financially from it then this is fraud and a criminal offence. The only problem is that it usually takes a lot of effort and money to go after such fraud artists.
