After a quick look, I really dont see the committee function from your code as you're feeding the ROC (close price delta values) inputs straight to the NN call. Are you doing separate processing logic in NS2 to the input data?
This EA seem to be promising but do make costly mistake that erase the profit.
I have attached an indicator caled Discipline, if a fuzzy logic can be make for this indicator for the period 10 (default) and 3, it might filter out the bad entry and make it more profitable.
