I have been trading manually in my Oanda account for about six months, and I think they are a good, honest broker. I initially lost about 10% of my account balance, but was able to gain it back by making good trades. I can tell you they don't run stops because I have watched their rates come within less than a pip of my stop loss, then reverse without hitting it. Yes, Oanda offers fractional pips, such as 1.5 pip spread on EUR/USD. The spreads widen drastically during news events, but that has not affected me, as my trades last for hours or days, not seconds or minutes.

Withdrawing my account balance from Oanda was easy. I filled out an online withdrawal form in the morning, and in the afternoon the money was wired into my bank account and available for withdrawl. The only reason I withdrew my money is because I have written an Expert Advisor to automate my trading, and Oanda does not support MetaTrader. I refuse to pay them the outrageous fee of $600 per month to use their API. That's more than my monthly mortgage payment and property tax combined.
