I think you should not worry about NET Capital. It's less than required 1M$ but I think it's ok otherwise they would have been fined by NFA. Look at the IBFX case:

Also look at the Net Capital of FXCM and they are much larger broker than velocity. I think that brokers just can't go bankrupt they always win, only scalping can cause loss. And most brokers prohibit it.
Moreover, velocity, as I said, don't hedge your position, they pass it to fxlq. So, they only have their spread and that's all. You should more worry for fxql health.
I am more worried about the technical problem, Gary promissed to fix it, I hope they do. I lost already about 100$ on slippages last week, don't want it to continue.
