Any forex broker that offers mini-lots automatically has a dealing desk. The interbank market does not understand or accept mini-lots, only standard lots. Because of this, the brokers have to use a dealing desk to "collect" enough mini/micro/nano lots to create 1 standard lot.

If you notice Hotspotfx and Coesfx only trade standard lots. That is because it is the only way to do it. I hope this helps.
