What do you mean by "activate EA or EAs on a specific time"?
You can write a line of code in the EA to limit its trading time, is that what do you want?

If you meant a tool to run an EA (MetaTrader have to be opened) on a specific time it's not a problem to make this tool but do you think it's a useful one? Why?
