To agree to take a job and not follow through at all is, if nothing else, rude.

The point, as some have taken, is communication and simple courtesy.
True and also should be upfront before he accepts money on whether or not he can actually make an EA do exactly what your asking or not.
Not just think he can then try then 2-3 months down the track you still emailing asking why it doesn't do what you asked.
Doesn't mean he is a bad coder just means maybe somethings people ask could be the impossible.
