The phone number can be a Voip phone, you can hire a voip US Number on companies like vonage and register any local address to it, its required for 911 calls, and after that, plug your voip ip interface at any internet connection in any part of the world.
I guess that these people are not in USA at all, why will they use a international mail forwading is they are inside USA ?
Probably they are scammers only, I heard that there is a cracked version of MT4 server available in the hands of underground Software sellers, if that is true, anyone can start a perfect fraudulent brokerage company with almost not cost, capital or effort and scam everyone.
If you are shopping for MT4 brokers, be careful.
